Before I start I just want to say that any answears given here are 'As far as I know!' I don't work for MA, but only write what I know from being an experienced player, who have also read a lot of forum posts.
What skills are there?
In short... The regular skills that exist are the ones in your skill chart. Press 'k' to view them. Then there are also hidden and triggered skills. More about those later.
What do skills do?
The skills do what is said in the skill chart. Click them to get a brief explanation...
How does the Ranks, Grades and levels work?
When you do something you gain experience in your skills. This makes the bar below that skill raise. Once the bar is full you gain one level (lvl). A certain amount of lvls makes you gain a new Rank in that skill. (Like Newbie, Inept, etc.)
The Grade after the Rank in your chart shows how far you have come to achieve a new Rank. The Grades go from one to ten, and once you have passed ten you get a new Rank.
What Ranks are there and what levels do they match to?
All the Ranks I currently know of are shown here with their corresponding lvls:

Is there a skill cap?
MA states in their FAQ (on the PE web site) that there is no skill cap. At the moment it seems you can't get over 10.000 in a skill though. However this may change in the future.
What are Hidden and Triggered skills?
Hidden skills are skills that you always have but don't know of. Not much is known about those, but they have been confirmed by MA.
Triggered skills are skills that you gain in your chart when reaching a certain criteria. (Like Marksmanship.)
What hidden skills are there?
I believe there are hidden skills for at least different guns and different mobs, as you always seem to be worse of when using a new gun or hunting a new mob. This is however only assumptious.
What triggered skills are there?
The triggered skills I know of (as of today) are
Marksmanship, Martial Arts, Ranged Damage Assessment, Melee Damage Assessment, Wounding, Commando, Treatment, Medicine, Blueprint Comprehension, Robotology, Xenobiology, Extraction, Coolness, Quickness, Serendipity, Combat Sense and Avoidance. (If you know any more, please PM them to me. )
What affects the gaining of a new triggered skill?
You gain a new triggered skill when you have reached a certain lvl in your other skills. The most common theory is that you need to pass a certain lvl with a weighted average of a couple of similiar skills. For example to gain Marksmanship you need to get your hunting skills to about 1000 (I.e. become 'Qualified' in you hunting profession.). If you use both hand guns and rifles however you will get it earlier, as you have raised a larger number of skills.
When do I get my triggered skill?
These are the Professions you need to be/be about to become, to gain each of the triggered skills:
Ranged combat skills:
Marksmanship: (Qualified Sniper)
Ranged Damage Assessment: (Experienced Sniper)
Melee combat skills:
Martial arts: (Capable Brawler)
Melee Damage Assessment: (Capable Brawler)
General combat skills:
Wounding: (Remarkable to Expert Sniper)
Combat sense: (Remarkable to Expert Sniper)
Commando: (Champion Sniper)
Defence skills:
Avoidance: (About 2600 in Evade skill)
Mining skills:
Extraction: (mining+drilling=~ 2500)
Crafting skills:
Blueprint Comprehension: (Qualified Constructor)
Equipment Methodology: (Specialist Constructor)
Fashion Design:()
Coloring Methodology:()
Industrialist(Marvelous Constructor)
Glamor:()
Healing skills:
Medicine: (Capable Paramedic)
Treatment: (At about 4000 in First Aid)
Medical Therapy: (exceptional paramedic)
Science skills:
Animal taming: (Trained Whiper)
Scientist: (Marvelous (Humanoid\Robot\Mutant\Animal) Investigator, Marvelous Paramedic, Marvelous Whiper)
Scanning skills:
Robotology: (Great Robot Investigator)
Xenobiology: (Great Animal Investigator)
General skills:
Serendipity: (Great Sniper)
Coolness: (Specialist Sniper)
Quickness: (~6k-7k evade - depends from other )
Intuition: (8-9k quickness depends from other skills)
How does skills affect mining?
Check this thread by one of the leading miners, for a review of how skills affect mining.
What does Marksmanship do?
Marksmanship makes it easier for you to hit mobs with ranged attacks. (Note that Marksmanship even works for Mindforce attacks.)
When I have gotten Marksmanship using a rifle/hand gun/cannon will it work for the other ranged attacks as well?
Yes. It will make your other ranged attacks more effective as well. For example if you gain Marksmanship while using a hand gun, it will make you more effective in using rifles, cannons and Mindforce too.
What does Serendipity do?
Serendipity gives you a 'second chance' on pretty much everything. When dealing damage, avoiding damage, healing, mining, using Mindforce etc. If your regular skills makes you fail, Serendipity can still make you succeed. I.e. if you fail to dodge a shot with your dodge-skill you might still avoid getting damage with some luck in your Serendipity skill.
Does Serendipity affect loots?
No. As far as I have noticed Serendipity doesn't affect your loots.
When I have gotten Serendipity while hunting will it work for my other professions as well?
Yes. Once you have Serendipity, it will make pretty much everything easier for you.
Does Serendipity help crafting?
No. I have never seen Serendipity increase while crafting. (But then again I havn't crafted very much since I got it... )
Do skills affect loots/HoFs?
That is for MA to know and for you (us) to find out. At least high skills makes your cost to get the loot/ore find/Hof lower.
If I have high levels in laser tech, will I still be a noob when using BLP weapons?
Yes and no. You will be better in using the kind of weapon that your Weapon Tech is higher for, but you also use alot of other skills (like aim, critical hit etc.). So you will be a lot better than if you had never used any weapon at all and you will also gain Ranks much faster in that new Profession.
My level in laser tech has been on 990 forever! Why?
Before certain lvls the skill increase slow down to a crawl. The lvls that I know of for this slowing are:
100 (10 lvls)
500 (100 lvls (However this slowing is not as heavy as the others))
1000 (40 lvls)
2000 (50 lvls)
3000 (120 lvls)
7000 (100 lvls)
9500 (400 lvls)
Note that there is also a general slowing of skill gains, the higher your skills are.
How many 'skill gain' messages do I need to gain a skill level?
This depends on what lvl yoru skill is at. The higher your skill is the more messages you need to gain a lvl. At the lowest lvls you need about 2 messages to gain a lvl, but as your skills get higher you will need more and more messages per lvl. For comparison you need about 10 messages to gain a lvl in a skill that is already above 5000.
What makes my health increase?
Your health will increase the higher skills you have. The skills that matter most are those connected to close combat and the defensive skills.
So if you want to gain health fast you should either go boxing, hunt with a meele weapon or just let (preferably small) mobs hit you.
How are my Professional Standings decided?
Your Professional Standings are calculated with a formula using all the skills that are used in the professions in question. (The formula used seems to be close to just taking the average of the used skills.) I.e. to become 'Qualified Laser Sniper' you need to get the average of your Laser Weaponry Technology-skill, Rifle-skill and the other skills used when hunting with a ranged weapon above 1000 (1000 is the skill corresponding to 'Qualified'.).
I have found the Profession 'Sniper' to follow the aim skill fairly well.
The Standings shown on your avatar are the three highest Standings your skills can achieved.
I now have xxx in skills, what weapon shound I use?
There is no definite answear to this, but read my weapon guide for some hints.
