From my experience, bp drops on +/- 4 levels from where you craft.
Most common from -2 to +3 levels.
This means that if you craft level 1, you will get loads of level 1,2 and 3 bp's.
You will get some level 4 and a few level 5 bp's too.
If you craft level 2, you will get loads of level 1,2,3,4 bp's. Some level 5 bp's and a few level 6 bp's.
If you craft level 3, you will get loads of level 2,3,4,5 bp's. Some level 1 and 6 bp's and a few level 7 bp's.
Etc.
For equipments, average bp drop is around each 200 crafting attempt.
