With VU 8 it seems like it is possible to place anything outside an estate, not just shopkeepers and mannequins. However there have been alarming reports on the forums about items not being secure thus allowing others to steal them even though the game gave no warning when you dropped the item.
I strongly recommend that you do not place anything outside your estate other than shopkeepers and mannequins. They should be ok, since there was a bug previously which stopped others picking them even if that person owned the estate. I doubt they fixed that, so we possibly have bugs stopping bugs :)
If you happen to own one of the new shops place prices on all items. If using items for show use something like a million PED to ensure people don't buy them. It seems if no price is set the server believes they are to be sold at TT value. Unfortuanately I cannot check this since I don't own a shop.
Will post updates with any further information that I can confirm.
