Anyone seen anything like this on a avatar before?

I saw those bars above a couple of avatars last week at Argus, except the bars were all plain grey. Also there were 2 of the same avatar, only one had the bars above it and appeared frozen, so I think maybe it was bugged or lagged, while the real avatar was moving and talking ok.

Or maybe this is a new thing for taming people? Wowee, those whips are going to become really valuable items if avatars can start whipping each other for taming. hehehe
