Relevent stats at unlock are:
Manufacture Mechanicl Equipment: 1390
Engineering: 1412
Mechanics: 738

These average to: 1180

I was originally led to believe it would unlock at an average of 1000. But when that came and passed, I read you needed 1200. I reckon I got it a little early.

Now I just need to get my new skill up some, then the real crafting can begin!
