Loot without money

Today i killed a dry snable at phoenix , the lootwindow shows only 2 orange paint ( there´s no hidden behind ).

I remember that i got one time a complete empty lootwindow but dont saved that in a screenshoot.

Is that normal ?

never seen paints without money before but I did get a survival enblade-3 one time with no peds or pecs

think it was from a sab or bery but don't remember which
