Not sure how it helps but another skill gained is one less to unlock :D

RDA unlocks at Level 18 (Dmg) on any ranged weapon.
To check this with your skills, open the Professional Standings window, and select the military chevron icon to view your ranged DMG levels. ( not the HIT levels ).
